Need Help to download layouts

I am totally new at this.  Is there any way to download the free templates without having to buy the software for $49.00, any help would be greatly appreciated!!!

Bright patterned paper

I have lots of brightly colored paper and papers to match, but I cannot find layouts for these  papers in magazines or books.  Any suggestions?
